Can the game be finished without joining either side ? Open Civil War is a Skyrim Civil War mod created by Simtam.This mod completely transforms the civil war quest-line with original battles. Even after you are formally inducted, you will have yet one later chance to change sides. Keep in mind also that many of the Civil War quests intersect or are the same, but will pan out from the perspective of the side you are on. To join the Imperials, go to Solitude (in the NW) and speak to General Tullius, who will direct you to Legate Rike, his second-in-command. Civil War: Since the Thalmor have an interest in keeping the Civil War as ongoing as possible, there wouldn't be too much to do here. The point of the conflict is if you go so far along the civil war quest line you miss out on Season Unending.
